On February 2, 2010, the Ministry of Housing and Urban-Rural Development, the National Development and Reform Commission, the Ministry of Finance and the State General Administration of Quality Supervision, Inspection and Quarantine issued the 'Opinions on Further Promoting the Reform of Heating Metering' (Jian Cheng [2010] No.14)


The Ministry of Housing and Construction recently released the '12th Five-Year Plan for Building Energy Efficiency (Draft for Comments)'.  The draft proposal calls for improving the energy efficiency of new buildings.


The draft proposal proposes to further expand the scale of energy-saving renovation of existing residential buildings.  Implementation of the existing residential buildings in the north heating metering and energy-saving transformation of 400 million square meters, prefecture-level and above cities reached the mandatory standard of 50% energy saving of existing buildings basically completed heating metering transformation and simultaneous implementation of household metering and charging according to the amount of heat used.  We will launch a pilot 50 million square meters of energy-saving renovation of existing residential buildings in hot summer and cold winter areas and hot summer and warm winter areas.




The measurement of heat and cold combines flow measurement and temperature measurement, of which flow measurement is the key to achieve measurement accuracy and long-term stability.


The application of ultrasonic flow measurement technology for energy measurement has become the mainstream and consensus in the industry.

Mono channel: the long-term accuracy stability of measurement is insufficient.


The problem of scale and rust blocking the dead corner area of the sensor causes metering terminals and frequent maintenance.

The flow sensor adopts Photime dual-channel ultrasonic flow measurement technology in the United States, each channel can reach 0.5%~1.0% measurement accuracy, and dual-channel redundancy greatly improves the accuracy and stability of the energy meter.  In addition, due to the application of advanced digital signal processing technology, the dead angle of sensor design can be very small, and rust, scale and the like are not easy to accumulate, thus solving the greatest hidden danger of interference by impurities such as iron filings, welding slag and the like of common ultrasonic flowmeter, and being especially suitable for water quality with high impurity content.


The response speed of the measurement system is less than 0.1 seconds by using a high-speed DSP processor, which is more than 10 times faster than that of a common flowmeter, thus ensuring accurate measurement of frequently switched supply (cold) systems.
